This is a cover of the song by Company Caine, on their 1971 album A Product Of A Broken Reality. In the liner notes to the 2004 reissue of The Slow Crack, Steve wrote this about the song:

"Woman With Reason" is a cover version of a song by a fantastic Australian group circa 1970-71. They were called "Company Caine" (geddit?) and their lead singer, Gulliver Smith, was a wry, hip, ironic, Dylan-type who came out with the sort of titles and one liners that all the hep-cats at school would walk around quoting. Like "The Day Superman Got Busted" or "1969 the Thirteenth".

One day in the mid-Eighties I came across a cassette copy of [the] Company Caine (surely you geddit by now!) album "A Product of a Broken Reality" and became reacquainted with this beautiful song and I had to do my own version. Even though I got some of the words wrong, Gulliver later gave me his blessing. And that meant a lot...
